BIS License Suspension to China and Macau
Effective Monday, April 28, 2025
Today, BIS is suspending all licenses for exports, exports from abroad, reexports, or transfers (in-country) of items subject to the EAR as specified below where a party to the transaction is located in China or Macau, pending a review of whether such exports are consistent with U.S. national security and foreign policy objectives, and in particular the potential impact on China’s military:
- Export Control Classification Numbers (ECCNs) 1C351, 1C353, 1C354, 1C395, 1C991, 1E001, 1E351, 2B352, 2D352, 2E002, 2E301, 3A001, 3A002, 3A090, 3A611, 3A991, 3B001, 3B002, 3B991, 3B992, 3B993, 3B994, 3E001, 3E002, 3E611, 3E991, 5A001, 5A002, 5A611, 5A991, 5A992, 5E002, 5E001, 5E991, 6A008, 6A998, 7A001, 7A002, 7A003, 7A005, 7A006, 7A101, 7A102, 7A103, 7A105, 7A106, 7A107, 7A994
- All Commerce Control List (CCL) Category 9 ECCNs
- Any item to parties on the Entity List located in China or Macau
- Any item requiring a license under 744.23 when destined to China or Macau
